Request: show menu only on folders under source control

Hi,
I don't use TortoiseSVN often and only for one folder but use explorer
all day long, generally it's not easy to keep the explorer menu clean
and organized and therefore I coded a small application called 'File
Type Registry Viewer', it can be found here:

It helps me with various user and developer tasks. Win 7 and maybe some
older Windows versions have a feature to show menus only when shift is
pressed, there is a reg key for it:

[HKEY_CLASSES_ROOT\Directory\Background\shell\cmd]
"Extended"=""

If there is a extended Name then the menu is only shown when shift is
pressed. Unfortunately it works only for entries under shell and not
under shellex. I could not find much information about this feature

What would really be nice would be a hidden registry option or a normal
option enabled in the menu or options dialog to show the menu when
outside of a folder under source control only when shift is pressed.

Now that I think about how rarely I commit or checkout code I think it's
probably best to dissable TortoiseSVN completely until I need it next
time. Can I simply unregister/register the COM server and restart explorer?
