Hello.

TSVN does not do that "out of date" checks all by itself as far as I
know. Instead it checks for local modifications.

If you don't want that you can remove all .svn folder recursively, try
an export with TSVN or configure TSVN to ignore that folder by way of
wildcards in the TSVN settings.
