TortoiseSVN is a Windows client for Subversion. Subversion is a
client/server architecture. TortoiseSVN cannot act as a server in the
way you need.

There is a script available. Exact difficulty will depend upon your
VSS database layout.

AnkhSVN integrates an SVN client into Visual Studio.
