No, you're not missing anything ;-)

config holds Subversion configuration data, not TortoiseSVN configuration. The latter is stored in the registry as has been said before. Ideally, one could distribute the TortoiseSVN registry settings using an Active Directory Group Policy template, but none exists for TortoiseSVN, so your best bet is probably to set-up each TortoiseSVN client separately.

But, definitely, ensure all users use a copy of the same config file.
