Visual Studio 2005 has a File >> Advanced Save Options command, which allows
you to change the Encoding and Line Endings for a given .cs file.

If you change the setting and re-save, presumably it re-encodes the entire
contents of the file accordingly, rather than setting a flag or metadata to
"declare" the encoding.
