Know that you technically can, but was speaking from my standpoint regarding users that dont use (or are unaware of) the many powerful features in tsvn. And when trying to commit an external they see something look "different". Personally i was hoping that there is a way (setting perhaps) to make it so that externals can only be modified from the original location, to prevent someone from modifying the 'shared' file - to force them to think of the consequences if something breaks, or think about making a different file/module specific to their task if they cannot use the existing shared file.
