No, that file isn't installed. It gets created automatically if it
doesn't exist if you run any svn command.

Those settings are done in the registry. See the help file for where
these are stored. You can deploy those keys with GPOs if you like or
just create them when you install TSVN.
As for the config file, you can of course deploy your own version too -
it only gets created automatically if it doesn't exist yet.
