I agree that running "eligible" is slow, but I know a few users that
would like to other way round (even with the extra few seconds).
Is it not possible to add an option so that everybody can choose
what they prefer?

Nothing happens, but then one is left to the question: why?
and he has to go back to the log of the branch,
check when it was created and realize what really happened.

I just think that all that could be done by Tortoise directly.
Maybe a message saying

"revision xxx skipped as it is already part of the history of the branch"

Could be an alternative solution.
