(bug) %20 replaced with %2520 in repo-browser and folder not accessible

Steps to reproduce:

(1) Create folder c:\svn test using Windows Explorer
(2) In c:\svn test chooise Tortoise SVN > Create repository here
(3) Choose Tortoise SVN > Repo-browser
(4) Right-click and choose Create Folder in the root directory. Call the new folder test
(5) Select new folder (URL is now "file:///C:/svn test/test") and press F2 to rename to test2

(6) Actual results:

Error:
Unable to open an ra_local session to URL
Unable to open repository 'file:///c:/svn%2520test/test2'

************
(7) Expected results:

Can see blank folder
************

Incidentally selecting the URL and pressing enter gets the expected results (can see the blank folder).

I've also seen a message URL [...]%2520[...] non-existent in that revision, not sure how I got that.
