Bug: Commit dialog & tsvn:minlogsize

I use the "tsvn:logminsize" property and I have the TortoiseSVN
option "Reopen commit and branch/tag dialog after a commit failed" enabled.

When a commit fails the dialog is reopened as expected, with the log message
intact. But before I can re-attempt the commit I am forced to change the
log message. This is because the OK button is grayed out when it should not
be.

(Several problems that would cause a commit to fail can be fixed and then
the commit re-attempted. So if the OK button is enabled on the first
attempt it should also be enabled when the dialog is reopened.)
