Unable to create 'administrative installation point' for Tortoise SVN 1.6.2 msi installer

Dear TortoiseSVN-Team,
we are having a problem with the TortoiseSVN 1.6.2 msi installer on Windows XP.
We are using Tortoise SVN in a restricted Network environment and are not allowed to install it ourselfs on our machines.
Everytime there's an update we have to ask the administrator to install it for us.
The administrator needs to install it on a so called 'administrative installation point' to be able to distribute the installation to our computers. This worked always well, except for the releases 1.6.0 and 1.6.2.
When the administrator tried to create this 'administrative installation point' with a command like this:
msiexec /a C:\heute\TortoiseSVN-1.6.2.16344-win32-svn-1.6.2.msi
These two installer versions produced an error with code 2203.

Some Microsoft websites say this might be an "Access denied" problem. But this is not the case here.

Our administrator thinks the cause is that the TortoiseSVN-1.6.2.16344-win32-svn-1.6.2.msi file doesn't fully comply with the conventions of the installer.
I hope you will be able to find the error with this little information. Unfortunatly I'm unable to provide more details.
