Thanks - closing the parent folder before refreshing and then reopening did the trick.
I also had some version controlled folders that didn't show the TSVN icon overlays at all (i.e. they just showed the normal folder icons) which was weird because the TSVN icon was present on their parent folder. Anyway, they've been updated too. Now it seems that the icons are updating correctly after all SVN operations.
