Solved.
I downloaded http://sourceforge.net/project/downloading.php?group_id=138498&filename=SubWCRev-1.6.1.16129.msi&a=80447748.

One more annoyance was, that it refused to install/extract as TSVN is already installed.
Luckily 7-zip can extract MSI files.
