- I had the working copies in what I though was the include list
  - but I had left off the "*" at the end of the parent directory path
- and I had "show excluded folders as normal" checked.

Check your overlay settings. This could happen if the working copies
were in your exclude list but you have 'show excluded folders as normal'
checked. Make sure the icon cache is set to 'default'.

Make sure you reboot after reinstall.

Try killing TSVNCache.exe
