Inconsistent updates in 1.6.1

Sadly, I can't seem to get reproducible steps, but since 1.6.1 there seem to be a lot of times where an "update" does not pick up changes that occurred recently on the server from others - for more than 15 minutes after. Deleting the folder/file and then updating always works.
This never seemed to happen in 1.6.0
