Same issues via CLI!
* svn commit x:\myfile
svn: Working copy 'X:' locked
svn: run 'svn cleanup' to remove locks (type 'svn help cleanup' for details)
* svn cleanup x:\
svn: In directory 'X:'
svn: Log entry missing 'name' attribute (entry 'rm' for directory 'X:')

The "lock" appeared on the first failure, attempting to commit a root file (x:\myfile) with client version 1.6.1; files in subdirectories committed OK.
