When one of the folders *inside* a WC is switched relative to its parent, the Check for Modifications dialog shows this: "normal (s)".

 

Showing that a folder is switched might be a partial solution to OPs request.

 

However, when you've switched an entire WC, then Tortoise cannot notify you because there is nothing special about the folder.
