I can think of one "answer" that might not be readily found with a web
search, and which is a bit applicable to this group since it's one of
Stefan's tools (http://tools.tortoisesvn.net/):

CommitMonitor (http://code.google.com/p/commitmonitor/) is another way
to monitor commits, which does not rely on server-side hooks or email.
For some people this might be a better answer depending on their
particular workflow.
