Hello.

TortoiseSVN is likely to edit foreign files nor registry settings.

Does this occur when starting RSSOwl via a shortcut? What are the exact
values in the properties page of this shortcut?

It does not occur for me with RSSOwl (running RSSOwl.exe via
doubleclick) being run after TortoiseSVN installation (can't test your
case).
