The OP is trying to create a branch after committing, but there is a
warning about local modifications.

Unversioned files are not a problem, but modified files will trigger
that warning. Use the CfM dialog to checkfor modifications within the
working copy.

BTW there is a checkbox on the CfM dialog which does allow you to
display unversioned files.
