If you need the VPN to access your WC, then there is nothing Svn or TSVN
can do when your VPN goes down. I doubt this is the case here.

I think it's more appropriate to ask: are ANY drives only available
with the VPN? And are any of those set up such that TSVNCache.exe will
scan them? If so, what happens if you exclude those drives?
