This happens on unmodified source code files (I have tested .cs and .js extensions). Blame on modified files does seem to work.

I right click on the file, choose TortoiseSVN/blame.
In the dialog, I leave everything unchanged at:
From revision: 1
Head revision
Ignore line endings checked
Ignore all whitespaces checked
Use text viewer to view blames unchecked
Include merge info unchecked
I then click OK

After the data has been downloaded, I get a completely blank TortoiseBlame window.

Doing the same blame, using the text viewer, does produce results.

Doing a blame on a modified file does produce results.

What other information can I give you which might help?
