Tortoise SVN Client Issues

Hello,
We have an odd issue. We recently upgraded our SVN server to
VisualSVN; this went without a hitch and was able to import our existing
repository.
Everyone of the SVN clients has been able to update to commit
changes except for one person; she can't commit her changes.
I've uninstalled the client and reinstalled the latest but we
still get the symptoms.
I had her log into my machine and she was able to commit the
changes without any problems from my machine using her credentials.
        The error states:

Command Commit
Error Commit failed (details follow):
Error Server sent unexpected return value (403 Forbidden) in response
to MKACTIVITY
Error request for
'/svn/localrepository/!svn/act/d6d69253-1df0-8641-b629-682a5a7017c9'
Finished!
