You really need to start by reading the first few chapters of the svn
red book. If you want to use this with multiple users you will need to
set up a server for everyone to access. You can run it on your local
machine if you want. But, just having TSVN is not enough in this case.

To Whom It May Concern:

    I just installed TortoiseSVN software software. The reason to
install this software is to share a tool or a file where multiple users
can check in read, edit, update and check out. I checked the "HELP" but
it's so confusing to me, since I am pretty new to this software. Would
you please tell me how to use it? How can I add users and give them
access?
