Change initial focus on edit properties window

Hi,
It appends quite often that browsing the long externals properties of
a project, I use the mouse wheel.
However, the initial focus is set on property name rather that
property value. So, if, by mistake, I use the wheel, I change the
property name and keep the value. Pressing OK creates that new
property.

I would thought of different possible behaviors:
- (simple and less intrusive) Set initial focus to the value rather
than the name.
   (I edit the property from the property list window, so, the
property is already known and does not need to be chosen)
- (far more instrusive) Permit property creation only from the
"New..." button.

By the way, the using the del key in the property list window should
remove the selected property.
