I'm not sure what you mean...

I have no problem with the (outdated) svn command line client from
Cygwin running on the same machine.

This has the same behaviour as right click etc:
"C:\Program Files\TortoiseSVN\bin\TortoiseProc.exe"
/command:repobrowser /path:svn...

I suppose more interesting would be a command line client that call
the same svn library as the GUI...
I don't think I have one and I don't know what to get...
http://subversion.tigris.org/getting.html#windows lists a few, let me
know if you'd like me to try one.
