Merge Tracking is very slow

I CollabNetSubversion-server-1.5.5-1.win32 and a repository that has been
upgraded from subversion 1.4. via "svnadmin upgrade".
On client I use TortoiseSVN-1.5.9.15518-win32. Checked-out the trunk and a
branch, called "dev" and "V3_20".
Merging any revision from "dev" into "V3_20" takes about 3 minutes, with or
without respecting ancestry, whether or not I do "only record the merge" or
perform the test option or the real thing. During this time TortoiseProc is
consuming one CPU completely.
