Blame is a feature of subversion and Tortoise uses subversion to do most
of its underlying stuff. Which may be what he meant. So it could be one
of three things:

 

1. It is a problem with subversion
2. It is a problem with Tortoise
3. It's working as designed and you are not understanding
something.

 

Keep in mind this is an OPEN SOURCE project created by people that are
mostly volunteering their time. Users need to know and respect that.
