using blame

I was trying out blame from the Repository Browser to track some changes.
One of the lines shows it was changed at rev 3320. So I used blame again and
selected 3320 as "to" revision. It said there was no such file for 3320.

So I went to command mode and typed svn blame -r 3320 prog.c and that
worked.

Is this a bug?

I'm using TortoiseSVN version 1.5.7 and svn version 1.5.5 on Windows XP sp3.
