I was able to fix this issue by setting
SSPIPerRequestAuth to Off

Now TortoiseSVN is happily connecting with sspi - it doesn't make
sense to me however that this would resolve the issue - I would have
guessed that the reverse would have been the case & I'm not sure where
the problem lies.

anyway, perhaps someone will find that helpful to test if they run
into a similar issue.
