RE: Re: Tortoise SVN: how can I tell that a file is new from the command line?

This may be a stupid question, but if I have Tortoise SVN working, shouldn't 'svn' itself work on the command line? ..or do I need special libraries for this?

When I type 'svn' on the windows command line, nothing happens. It's not found.
