Repair move undoes the move if the target directory has not been added

Hi,

We've run into a minor issue with the "repair move" feature. If the
move was done into a directory that has not yet been added to
subversion the repair move command fails and the move is undone. You
don't loose any local modifications in the file but it is a bit
confusing when it has moved back to its old name and location.
