Do you have network-shares listed in the explorer? In my experience, the
explorer context menu can take a long time appearing whenever there are
network/connection problems to one or more of the shares. This is not
necessarily TSVN related, but can also happen with other shell extensions
(or even plain explorer).

Are your TSVN cache/icon settings properly excluding network shares?
