Bug Report: added folders incorrectly inherit certain properties from ancestor folders

Steps to reproduce:

1. Create a new folder somewhere under a folder that is under source
control and has a property like tsvn:logtemplate set on it.
2. Right click on the new folder and select Tortoise SVN --> Add...
and add the folder.
3. View the properties set on the folder.

Expected result:

There are not properties set on the folder.

Actual result:

There is a tsvn:logtemplate property set on the folder.

I've uploaded a screenshot to http://screencast.com/t/hIybl6D34hl
demonstrating this. It shows two folders I created and added. I added
one folder with the command line svn program, and the other with
TortoiseSVN. It also show the properties on the grandparent folder.
You can see no properties correctly appear on the folder added with
the comand line svn program, but 6 of the 8 properties set on the
grandparent folder unexpectedly appear on the folder added using
TortoiseSVN.
