It's not an obviously solvable issue. See
http://tortoisesvn.tigris.org/faq.html#ovlwrong .

Subject: Vista, Folder tree indicates red, folder contents indicate
green

I am using Vista 32 with TortoiseSVN-1.5.6.14908-win32-svn-1.5.5.msi

Actual update/comit looks like it works.

However there are times when looking at the folders in windows explorer,

the folders will indicate red. While simultaneouly in the folder
contents

window (to the right) the same folders plus contents will indcate green.

This appears to not be a functional problem, only a status indication
problem.

After a while, this sometimes clears up and both sides indicate green.

Thanks,

Greg
