I can see the logic of this for upgrades/reinstalls, but not for a fresh
install. It adds no value for a user to be told about how TSVN used to
behave before they started using it, and a changelog is particularly
hostile to newbies, because it assumes knowledge of all the features
they've yet to learn.

Similarly, I agree that this discussion is going a bit bikeshed for
upgrades and reinstalls, but not for fresh installs - making newbies
feel stupid is a serious issue.

So, how about only enabling the changelog when HKCU\Software\TortoiseSVN
exists in the registry?
