Source for checkout crashes could be W. Australian daylight savings time

I did repeated experiments and found that crashes will occur whenever I'm
under my original settings, but the same files will checkout successfully
when I switch to a timezone which has no daylight savings.

Looks like Microsoft didn't patch the West Australian timezone properly.

I'm glad I have a way to get TSVN to work now, even if it means using a
"wrong" timezone. Thanks for your help!
