Nope, won't work for us.

But could you please re-read my last post? The PuTTY output you posted
clearly states the following:

Read that last sentence. If you connect that way via ssh, you're only
allowed to run the "scp" and "rsync" binaries, and I assume they're
really enforcing that policy.

To create a "svn+ssh" connection, TortoiseSVN connects to the server
using a modified version of PLink and then has to run the "svnserve"
binary from that shell. Since it's obviously disallowed the connection
just won't work.

Either you're connecting to the wrong host (SourceForge for instance has
separate shell and svn hostnames, which are similarly limited) or
there's something seriously messed up on the server side if that's the
svn+ssh URL posted at their site (i.e.
svn+ssh://<developername>@scm.gforge.inria.fr/svn/<projectname>)
