No, I keep a local copy on my own computer since I'm the person which
pushes the web changes out to the live website.

It happened again; file/folder deleted by someone else, SVN log shows it
as being deleted but my local copy shows the file with a question mark
icon. Not sure why this is happening..

Did your local file contain changes? In that case I think the local file
is kept, but since the file isn't in the repository anymore it'll show
up as unversioned...
