Looks like you need a different approach. It should already be clear
to users what they will be doing to files in a working copy way before
they are ready to commit their modifications. You should capture their
intent when it surfaces, not when they are done with it.

If the default commit dialog is insufficient then you should consider
using log message templates (read the manual to find details, I have
no experience with them). But keep in mind that this should not result
in yet another administrative burden. People will circumvent
administrative tasks that seem useless whenever they can.
