No... it is the .svn folders that make it a check out. But, if you just
want to archive or ship code rather than make changes and commit them
back to the repo then you can use the Export command instead of
checkout. The export will only contain what it in the repo and will not
create the metadata folders.

Meta files or folders? (i.e. .svn folders)
