How To Get Started with Tortiose Subversion

I have been trying for a couple of days to install and use Subversion /
Tortiose, and perhaps have it working, but I cannot figure out at all what's
going on.

I will eventually use it for ASP.Net, but for now I just want to set it up
for a single folder with one txt file, then find out how this is working.

I am using this on one computer with the svnserve method (eg not Apache).
The help is OK, but I get lost in the create repository section. A lot
seems to be missing, and it is never clear what they are referring to.

So, say I have a folder with the file in it that I am editing in
c:\Work\Inventory\work.txt
There is a repository at c:\SVNRepository.

How do I set this up so that I can get the file work.txt into the
repository, work on it in c:\Work\Inventory\, then update the changes back
to the repository periodically. I'd like to be able to see the file (I
suppose also the older versions) in the repository. I'd also like to be
able to take advantage of the trunk/branch/tag setup. (It was unclear to me
whether these folders belong in the repository, the working folder or what.)

At any rate, you can gauge my level of understanding. Is there an
explanation anywhere which is clear, step oriented, and does not leave
anything out?
