Yes it is in a TortoiseSVN dialog and it was also written to the log:

It seems unlikely that it's a virus scanner because the folks I work
with have the same virusscan, but don't have the same problem. I think
it's more related to the fact that I connect via CAG, though I don't
know why things work from the browser and don't from Explorer (and
unfortunately updates/commits aren't available from the browser).
