Setting Subversion-BugTracker Properties Across Multiple Folders/Projects

I am unable to get the properties that you can set from the
subversion properties tab in windows explorer to propagate across
multiple folders/projects that I am working on. I want to be able to
set the properties at the root level and every project that falls
under the root folder inherits the bugtracker property settings to
allow me to specify a bugid when I commit my source code.

I have tried updating the subversion configuration file manipulating
the "enable-auto-props setting and specifying the various file
extensions for it to pick up on with no success.

I currently have my Visual Studio projects under my C:\Projects
directory. I have successfully implemented the hook script to tie my
SVN commits with a corresponding bugid from Bugtracker.

Any help would be greatly appreciated
