'Access is denied' error when exporting file

I did an export from URL 'svn://192.168.0.4/Pegasus Development/Bridge/Opera
II v6/Contract Splitting/tags/v1.005/Install/Output/Contract Splitting for
Opera II.exe' to export directory 'C:\Installs\Bespoke' (which existed but
was empty).

This gave the error:

Command: Export
Error: Can't move 'C:\Installs\Bespoke.tmp' to 'C:\Installs\Bespoke': Access
is
Error: denied.
Finished!:

A 'C:\Installs\Bespoke.tmp' had been created, which was 'Contract Splitting
for Opera II.exe' under a different name.

Exactly the same happened if the 'C:\Installs\Bespoke' folder didn't exist
first but I answered the yes to the prompt to create it.

I am logged onto windows as local administrator, and have no problems
manually moving or deleting those files.

What have I done wrong? If it is that you can't specify filenames in the
URL, only folders, then why does it let you?
