it may be updated, if it's changed in the repository since your last
checkout or update. Unless it's an un-mergeable file. Your repository
doesn't know about the changes yet because you haven't committed the
file yet.

So you're deleting a file which you've changed and not yet committed
to the repository, thus discarding your changes?

I'm getting the feeling that you either haven't read the manual for
TSVN and Subversion yet, or if you did, you didn't understand some key
concepts.
