Download Sysinternals' Autoruns tool:

http://technet.microsoft.com/en-us/sysinternals/bb963902.aspx

Run it, switch to the "Explorer" tab and look at the
HKLM\Software\Microsoft\Windows\CurrentVersion\Explorer\ShellIconOverlayIdentifiers

node - that's where the all shell overlay handlers are registered.

For me it reads:

"1TortoiseNormal" to "9TortoiseUnversioned"
TortoiseSVN overlay handler shim
http://tortoisesvn.net
c:\programs\common\tortoiseoverlays\tortoiseoverlays.dll

If those entries aren't there, it's impossible for anything Tortoise to
be the culprit... if the entries are indeed there, you can delete them.
