Icons problem

I have a problem that all files in my "My Documents" folder and
subfolders and on my Desktop have the TortoiseSVN icons overlayed on
them (the directories don't have the icons). The icons change when I
edit the files as usual. I have been trying without success to remove
these unwanted icons.

These folders are not repository checkout directories.
They do not contain any .svn directories.
I have added the directories to the exclude list in tortoiseSVN
settings.
I have used the TweakUI rebuild icons function.
I have tried uninstalling TortoiseSVN and re-installing it.

None of the above has made any difference. The icons are still there.
Any ideas on how I can get rid of them?
