In this case, I agree. From the description, it looks to me that you
have the server machine in your control, so using svnserve will save
you a lot of headaches.

Unfortunately, where I work, the IT department refuse to install
svnserve and, for many reasons, we can't run it on any of our
workstations, so we have to put up with the repository on a fileshare
and use file:// URLs. (the alternative is VSS :( )
