bug: inconsistent Action column in "Log Messages" vs "Changed Files" dialogs

In "Log Messages" dialog, Action column says Modified for all files in
log, even if just property changes (mergeinfo in my case). If I double
clock the log item, the "Changed Files" dialog appear, but here the
Action column says Modified only for files with textual changes and
Normal for files with property changes.

TODO: make the Action column in "Log Messages" dialog behave like in
the "Changed Files" dialog.

This is with TSVN 1.5.4 (and older versions)
